(1) The Council shall be a self-governing and organized body with unbroken succession.
(2) The Council shall have a separate seal for the purposes of its proceedings.
(3) The Council may purchase, acquire, enjoy, sell or otherwise dispose of movable and immovable property as per the need.
(4) The Council may file a complaint against a person as well as against the Council in the same name.
